EPRD/STRENGTHENING CAPACITY IN BIH FOR HUMAN RESOURCES DEVELOPMENT/ST SENIOR EXPERT FOR LEGAL MATTERS

Project overall objective

To strengthen staff capacities and increase efficiency of labour market through institutional and strategic development of the concept of life long learning, based on relevant statistical data in order contribute to the overall development of society and promotion of economic and social cohesion.

Project purpose

    1. To enhance institutional, strategic and legal framework for adult education in the context of life long learning.
    2. To advance evidence based planning of educational policies through improvement of system Of educational statistics in order to meet
        international standards and requirements (OECD, EUROSTAT, and ILO)

Job description:

The legal expert will assist the project team in managing and successful implementation the process of the development of the document Framework Law on Adult Education in the context of lifelong learning in Bosnia and Herzegovina.
In close cooperation, communication and consultation with key experts of the project team, the legal expert will provide the necessary expertise and professional assistance to the established working group in order to draft the Framework law document in accordance with the project ToR.

Qualifications:

Qualifications and skills:

      • A University degree in an appropriate discipline or higher training qualifications
      • Excellent training design and delivery skills
      • Good analytical and communication skills
      • Fluency in spoken and written English and excellent reporting abilities
      • Flexibility and ability to work in a team
      • Excellent command of the official languages of BiH

General professional experience

      • At least 10 years of professional experience
      • Excellent knowledge of the constitutional, legislative and institutional framework in BiH - structures / institutions and authorities
      • Proven experience in legislative and administrative procedures and methods of public administration in BiH
      • Excellent knowledge and proven experience in legal issues in field of education and the other related sectors, particularly in labor and
         employment sector
      • In depth understanding of the background to human resources development
      • Sound experience in project implementation.

Specific professional experience

      • In-depth knowledge of EU documents/standards in the field of lifelong learning and adult education, and other international documents
         as well as documents and practices of countries in the region
      • Excellent knowledge of the constitutional, legislative and institutional framework in BiH, as well as a broad understanding of the
         reform process in BiH, at the intersectoral level and in the context of European integration
