EPRD/STRENGTHENING CAPACITY IN BIH FOR HUMAN RESOURCES DEVELOPMENT/ST JUNIOR EXPERT FOR LIFELONG LEARNING

Project overall objective

To strengthen staff capacities and increase efficiency of labour market through institutional and strategic development of the concept of life long learning, based on relevant statistical data in order contribute to the overall development of society and promotion of economic and social cohesion.

Project purpose

    1. To enhance institutional, strategic and legal framework for adult education in the context of life long learning.
    2. To advance evidence based planning of educational policies through improvement of system Of educational statistics in order to meet
        international standards and requirements (OECD, EUROSTAT, and ILO)

Job description:

The expert will assist the project team in managing and successful implementation the process of the development of the document Strategic Platform for adult education in the context of lifelong learning in Bosnia and Herzegovina 2014-2018, with action plans at the level of BiH, entities and Brcko district BiH as well as of the document Framework law on adult education in the context of lifelong learning in Bosnia and Herzegovina.
In close collaboration, communication and consultation with key experts of the project team and with the engaged short-term senior expert in lifelong learning, the expert will provide the necessary expertise in the relevant area and will provide a professional assistance and support to the Working Groups (WGs) in developing of the Platform document and Framework law, related to his/her area of expertise.

Qualifications:

Qualifications and skills:

     • A University degree in an appropriate discipline or higher training qualifications
     • Good analytical and communication skills
     • Fluency in spoken and written English and excellent reporting abilities
     • Flexibility and ability to work in a team
     • Excellent command of the official languages of BiH

General professional experience

    • At least 5 years of professional experience
    • Good knowledge on lifelong learning concept and adult education in that context
    • Sound experience in project implementation
    • In depth understanding of the background to human resources development
    • Ability to conduct workshops in a highly professional context as a team facilitator

Specific professional experience

    • In-depth knowledge of EU documents/standards in the field of lifelong learning and adult education, and other international documents
       as well as documents and practices of countries in the region
    • Excellent knowledge of the constitutional, legislative and institutional framework in BiH, as well as a broad understanding of the reform
       process in BiH, at the intersectoral level and in the context of European integration
