Background:
The UNDP-GEF project COAST has been initiated with ambition to help Croatia seize the opportunity to improve the conservation of globally significant biodiversity in the Dalmatian coastal region before unsustainable development patterns cause irreversible damage to the ecosystems. The overall objective is to effectively transform actions, practices and approaches of private operators in the tourism, agriculture and fisheries sectors in the four Dalmatian counties, in part by influencing the banking sector, and thereby mainstream biodiversity conservation into these sectors.
Objective of the assignment:
This objective will be achieved by focusing on the following four main outcomes:
1) biodiversity-friendly development is demonstrated in four small, globally important, productive landscapes;
2) an investment climate for BD-friendly enterprises is improved across the four counties;
3) compliance with biodiversity-related regulations has increased significantly across all sectors across the four counties;
4) enabling environment that appreciates, supports, institutionalises and disseminates biodiversity-friendly development
in coastal areas is established at national-level.
Serve as advisor to the COAST team (project implementation unit and network of core team of sectoral experts) in preparation of the “Guidelines for implementation and supporting of the green businesses – with focus on green businesses opportunities in Dalmatia”.
Required Skills and Experience:
The consultant should have:
• University degree in wider field of economics. Advanced degree (MSc, PhD), as well as specializations in direction relevant for MSMEs and
FIs will be considered as the advantage.
• Fair reputation and good connections among her/his piers Croatian consultants to MSMEs and FIs;
• Extensive experience in consultancy for MSMEs: including direct consultancy for individual MSME; participation in education programmes for
MSMEs; participation in programmes dealing with support to MSMEs sector initiated by various relevant public sector institutions;
• Extensive experience in working for FIs, on programmes for MSMEs: including direct working experience within FIs sector; and TA to FIs
attempts to improve their working practices in line with the standards of Corporate Social Responsibility (especially related to attempts to
“green their portfolios”)
• Previous experience with programmes dealing with the support to green MSMEs and green banking is considered as the major advantage.
• Familiarity with the COAST project area and green businesses typical for that area is considered as the major advantage.
• Creativity, resourcefulness, capacity to work independently and take initiative;
• Fluency in Croatian and English, both written and spoken.
Duration of Initial Contract: 8 months (maximum 25 working days)
