INTERNATIONAL BIOMASS EXPERTISE- UNDP SERBIA/RFP 274/12/

Objective

Objective of the consultancy is to contribute to:

   - Increased security of energy supply of Serbia;
   - Reducing Barriers to Accelerate the Development of Biomass Market in Serbia;
   - Reducing greenhouse gas emissions.

Duties and Responsibilities

Scope of Work

Under the GEF Project "Reducing Barriers to Accelerate the Development of Biomass Markets in Serbia” the UNDP will engage a Contractor that will be responsible for preparing the GEF CEO Endorsement Request Document and UNDP Project Document for the full-sized GEF Project proposal.
The assignment is estimated to take app. 60 man days and will be a combination of home and field based work.  An at least three   project missions of at least 2 days for Key experts 1 and 2 and at least two visits of at least two days for Key expert 3 are envisaged during this consultancy (exact dates and duration to be determined).

Requirements:

The Bidder should be a professional services company /organization/consortia  with the following references:

     1.Proven international experience in developing biomass energy projects, preferably in the region (minimum 3 projects),  
     2. Proven experience in designing public awareness strategies, preferably related to renewable energies.

If applicable, the Bidder shall provide consortium agreement. This agreement should state the leading company/institution/ which will be responsible for signing and implementing the contract with UNDP. Also, the agreement should have a clause indicating that the members of the consortium will hold UNDP harmless in case of internal disputes as part of the consortium.

Personnel:

The Contractor should provide a team of four key experts. Key experts who have a crucial role in implementing the contract are referred to as key experts. The following experts will comprise the Contractor’s team:

     - Key Expert 1: The Team Leader and Biomass Expert
     - Key Expert 2: Biomass Expert in Project Design
     - Key Expert 3: Expert in Marketing and Awareness
     - Key Expert 4: Local Biomass Expert

Competencies:

All key experts mobilised under this contract must demonstrate:

    - Good written and verbal command of English language;
    - Excellent analytical, organizational and inter-personal skills;
    - Proficiency in report drafting;
    - Excellent team-work abilities.
    - Computer literacy.
