DG Enlargement (DG ELARG) is currently working on the legal framework for the new Instrument for Pre-accession Assistance (IPA II), covering the period 2014-2020. In order to increase the impact of financial assistance and better align it with the priorities of the Enlargement Strategy, the Commission intends to revise the Instrument for Pre-accession Assistance (IPA) by inter-alia:

   - Designing comprehensive multi-annual country strategies reflecting the political priorities
   - Progressively increase the share of assistance funded through support at sector level (or through programme-based support where
     selected priorities span across sectors).

The global objective of this assignment is to contribute to render financial and technical assistance under the new IPA instrument more strategic and focused and result-oriented.

Qualifications and skills

The expert should demonstrate having the following specific professional experience:

   - A Master degree or equivalent professional experience of five years
   - Working Knowledge of English.
   - At least 10 years of professional experience

Specific professional experience


   - Knowledge of Western Balkans and Turkey national administrations
   - At least 3 years of experience with financial assistance to third countries through Sector Support (in areas such Good Governance, Public
     Administration, or similar)
   - At least 2 years work experience in the Enlargement policy area and/or Neighbourhood Policy. Specific experience working with IPA will
     be considered an asset
   - Experience working with EU financed projects in the area of external aid will be considered an asset
