UNDP / RFP 9/2012: PROCUREMENT OF TRAVEL MANAGEMENT SERVICES TO UNDP AND OTHER UN AGENCIES

Background:                                                                                              Maximum budget: 400.000 USD

In order to achieve further time and cost efficiency while ensuring outstanding quality of service, UNDP (and other interested UN Agencies) wish to enter into 2 years Long Term Agreement with the most competent Travel Agency to serve all its travel management services.
In order to achieve cost efficiency from economies of scale while ensuring outstanding quality of service, one recommendation agreed among the UN Agencies was to consolidate all the travel requirements and enter into a contract with a travel agency to serve all its respective needs and service requirements.

Travel, as referred to in the TOR, shall apply to all journeys of UNDP (and other UN Agencies) staff from one place to another for official business purposes. These official purposes include, but need not be limited to, to the following:

  - Official missions or meetings involving international travel
  - Appointment and repatriation of staff and family members;
  - Home leaves of internationals, emergency travels, and educational leaves; and

Objective:

UNDP (and other interested UN Agencies) are hereby undertaking a solicitation of bid proposal from Travel Agencies who are interested to provide Travel Management Services regularly required by UNDP/ UN Agencies.

The total annual volume of tickets procured by UNDP amounts to 100,000 USD for air travel, while together with UN Agencies the amount will approx. be 200,000 USD annually or approx 400,000 for the 2 years period.

Although there is no expected travel budget, ticketing volume is based on last year statistics, while in the years to come is expected to remain at the comparatively similar levels.

Qualification of the Successful Travel Agent:

The successful travel agency who will be contracted to serve the needs of UN Agencies shall have the following minimum qualifications:

  1) Accredited IATA Travel Agency duly licensed in the country;
  2) "A" license for tour operators awarded by the Ministry of Economy of Macedonia
  3) Maintains a good track record in serving International organizations, Embassies and medium to large multi-national corporations;
  4) Employs competent and experienced travel consultants, especially in ticketing and fare computations, as evidenced by their track
      record in their Curriculum Vitae;
  5) Financially capable of rendering services to UN AGENCIES;
  6) Maintains facilities of on-line booking / airline reservations (i.e. Amadeus, or other) and international ticketing;
  7) Capable of deploying motorized messenger (s)/documentation clerk;
  8) Willing and able to guarantee the delivery of products and services in accordance with performance standards required under
      Section H of this TOR.

The successful Travel Agency shall be required to devote at least one (1) person with the following minimum qualifications:

  1) Senior Travel expert with a minimum five (5) years of practical experience in the management of travel services, in operating the automated
       reservation and ticketing systems;
  2) Has adequate authority to make decisions for the timely resolution of problems;
  3) In the case of emergencies (e.g. evacuations, war, etc.), the travel expert shall maintain operations necessary to support UN Agencies; and
  4) Preferably 24 hours a day access of emergency service and necessary issuance of tickets or reservation changes as required by
       UNDP/ Agencies to the required destinations; or at least or at least for off the working hours (17:00-19:00) and during weekends
      from 09:00am-19:00

The Travel agency shall have a contingency replacement plan to be enforced during periods of illness and vacations of its personnel in order to maintain full service at all times under the contract.
