Background:

A Parliamentary Service, separate and distinct from the civil service was established through an act of Parliament in 2007. The functions of the parliamentary service are to provide Parliament with technical and administrative support as well as advisory services to enable parliament to effectively and efficiently execute its constitutional functions.

In accordance with the Act, the Parliamentary Service is managed by a Parliamentary Service Commission. The commission is comprised of the leadership of political parties holding seats in parliament

The Parliamentary Service, comprising eight departments is managed by Parliamentary Service Commission. The eight departments include i)The Office The Clerk ii) Department of Committees iii) Department of Official Reports iv) Department of Library, Research and Documentation ) Department of Finance vi) Department of Parliamentary Counsel vi) Department of Public Relations and VII) Department of
Human Resources.

The Department of Official Report is the corner stone of parliamentary proceedings and for accurate and impartial reporting. The department is currently seeking an International Consultant to provide professional staff training for editors of Debates in parliamentary editing, report writing, record keeping of parliamentary proceedings and in advanced computer skills. The consultant will also provide training for Stenographers; provide Hanzard guide and style for Hanzard Editors.

  - Ability to lead formulation of staff capacity building programmes.
  - Ability to identify and analyse trends, opportunities and threats to organizational effectiveness
  - Excellent drafting and presentation skills
  - Ability to plan and organize work programme
  - Ability to work with minimum supervision
 
Management and Leadership

  - Focuses on impact and result for the client and responds positively to critical feedback
  - Encourages risk-taking in the pursuit of creativity and innovation
  - Consistently approaches work with energy and a positive, constructive attitude
  - Demonstrates strong oral and written communication skills
  - Builds strong relationships with clients, work mates and stakeholders

Required Skills and Experience

Education:

 
At least an advanced university degree in a relevant field and general work experience of at least five (5) years. The suitable candidate for this consultancy shall be a trainer/facilitator, legislative researcher and information specialist.
 
Experience:

  - The expert needs to demonstrate a proven track record in the fields of librarianship, legislative research, information and records
    management.  
  - Work /consultancy experience in the fields mentioned above is desired,
  - Good knowledge of information systems software such as MS Office Suite (Word, Excel, PP, etc.);
 
Language Requirements
 
Excellent ability to communicate in English, proven analytical and facilitation skills and proficiency in negotiation processes.
