UNDP/INTERNATIONAL CONSULTANT TO ELABORATE THE FEASIBILITY STUDY ON INTRODUCING THE EMISSION TRADING SYSTEM IN MOLDOVA

Background:

The Project “Innovation  Fund: Fostering transition towards inclusive and sustainable development of Moldova” aims to support the Ministry of Economy and other relevant governmental authorities in designing policy interventions aimed at bolstering innovative approaches towards country’s development and at facilitating transfer and adoption of the best practices and models to Moldova.

Emissions Trading, a cornerstone of the European Union's policy to combat climate change and a key tool for reducing industrial greenhouse gas emissions, caps the level of overall emissions and allows companies to buy and sell emission allowances, thus reducing emissions at the east possible cost. This is a cost-effective instrument to reduce adverse environmental impacts and promote sustainable economic development.

Although Moldova doesn’t have a greenhouse gas emission limit imposed, practicing international trade implies higher necessity of clean energy and Moldova needs to introduce a system which would allow it to be in line with international requirements in this field.
The policy paper “Emission Trading as Catalyst for Energy Efficiency Improvements: Options and Potential for Moldova”  elaborated by the German Economic Team Moldova (GET Moldova) and presented to the Ministry of Economy, evaluates the issue and suggests that a feasibility study on estimating the costs and benefits of introducing an emission trading system is necessary.
In this context, UNDP Moldova Innovation Fund Project is seeking to hire a team of 2 consultants (one international to serve as team leader, and one national consultant) to elaborate the feasibility study of the costs and benefits of introducing an emission trading system in the Republic of Moldova and linking it to the EU-ETS.

Required Skills and Experience

Academic Qualifications:


Advanced university degree in Environmental Studies, Public Policies, Economics or other relevant field.

Experience:

  - At least 7 years of overall professional experience, including 4 years of experience in elaboration of feasibility studies in environment,
    energy efficiency, emission trading and in setting-up and managing ETS in at least an EU member state;
  - Experience of working with international organizations and UN agencies in particular represents an asset;
  - Knowledge of environmental, economic and social contexts of the Republic of Moldova is desirable.

Language Requirements:

Professional command of written and spoken English, knowledge of Romanian and/or Russian would be an asset.
