Background:

The main aim of the project is to support the implementation process of the EU Directives 2003/87/EC and 2009/29/EC in Macedonia by utilizing Bulgarian expertise and capitalizing on best practices and lessons learned of Republic of Bulgaria in the field of monitoring, reporting and verification of greenhouse gas emissions as well as emission trading. This will be achieved through direct interaction between the Ministries of Environment in the two countries and information exchange between the Macedonian and Bulgarian institutions and experts.

It is expected that the project will contribute to achieving national consensus on the actions and measures that need to be undertaken to address the climate change related issues relevant for the country in regards to the EU ETS on a short and long term. This should also open a dialogue on the need for allocation of adequate financial means for realization of the agreed actions and measures.

Competencies

  - Minimum 5 years of professional experience in fields relevant for the assignment;
  - Excellent knowledge of the MRV of GHGs related to the EU ETS and its implementation in the context of Bulgarian EU Integration;
  - Experience in development of studies, assessments, reports and strategic planning documents in the fields relevant to the assignment.
  - Familiar with European Climate change policies;
  - Familiarity the relevant MKD national environmental policies and/or experience in the country shall be considered as asset; 
  - Excellent communication and facilitation skills;
  - Fluency in English, with excellent writing skills;

Required Skills and Experience

Al least master degree in fields relevant to the assignment (environmental law, public administration, environmental engineering, climate change sciences, environmental law etc.); Advanced degree is a strong asset;
