EUROPLUS CONSULTING & MANAGEMENT/ENHANCING THE PUBLIC PROCUREMENT SYSTEM IN MONTENEGRO/EXPERT 1 - LEGAL SENIOR EXPERT

Objectives

  - To review national legislation on public procurement and harmonise it with the acquis communitaire, particularly Directive 2004/17/EC of
    the European Parliament and of the Council of 31 March 2004;
  - To develop capacities for introducing centralized public procurement in Montenegro as a regular practice;
  - To support the upgrade in IT system for public procurement in Montenegro.

Experts profile

  - Masters Degree in the field of Law;
  - Excellent spoken and written English;
  - At least 10 years of professional experience in public procurement under EU legislation;
  - Experience in at least one EU-funded technical assistance projects is desirable, preferably in projects in an international context;
  - Professional experience in the field of procurement of public utilities;
  - Previous experience on harmonising national legislation with the EU acquis in the field of public procurement, preferably in an IPA country
    or a new EU member state;
  - Previous consulting experience will be an asset.
