Background:
This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at the Secretariat must be borne by their authorities.
Candidates should, prior to applying, verify with their respective nominating authority to which extent financial remuneration and/or benefit packages will be offered. Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.
Tasks and Responsibilities
- Proposing strategically focussed projects appropriately supporting the mandate of the Special Representative, working closely with the
Programme Officer, and assessing the potential of proposed targeted projects, especially as relates to advocacy for measures to prevent
THB, in particular the promotion of social justice, the economic and legal empowerment of vulnerable populations, including trafficked
persons, for which donors would be sought and matched;
- Making recommendations on the design of advocacy initiatives/activities in response to specific needs and priorities, especially as a follow
up to high level country visits by the SR as well as background/occasional papers, and other policy initiatives;
- Developing best practices and lessons learned on OSCE CTHB projects and activities, especially with a view to improved advocacy on the
issues, and maintaining a record of OSCE CTHB project and activity history and trends over time;
- Developing and maintaining regular contacts at the working level with appropriate counterparts in the OSCE delegations, as well as with
relevant International Organizations and NGOs in OSCE participating States, to identify possible partners and potential funding as well as
to avoid overlap/duplication;
- Working closely with the Programme and Public Information Officers as appropriate, in promoting project activities, in disseminating
information, and in the preparation a variety of communications, reports, and briefings, related to OSR public information and project
activities;
- Monitoring international advocacy and popular social media as relates to CTHB in order to study and learn from such advocacy efforts
focussed on galvanizing communities in the prevention of CTHB, including by promoting social justice; developing and maintaining
contacts
with organizations leading advocacy and social media efforts on CTHB in the OSCE region;
- Assisting in establishing contacts and partnerships beyond the Alliance against Trafficking in Persons and in engaging new partners in the
OSCE area, such as trade unions, employer¿s organizations, youth organizations, migrant associations, and the private sector, etc., in
developing joint advocacy responses to THB, and to influence public policy;
- Producing written and verbal briefs prior to and after meetings, and formulating reports and speaking notes related to project work;
- Assisting in preparing and or delivering briefings on behalf of the OSR, including for visitors, or the participating States delegations on the
activities of the Office;
- Performing other related duties as assigned and required such as responding to inquiries and providing support to experts and preparing
papers, speaking points and other documents.
Necessary Qualifications
- University degree in international relations, international development, human rights law, social or political sciences or related subjects;
- Minimum of six years of progressively responsible relevant professional experience with an international organization or NGO on CTHB or
in closely related fields;
- Demonstrated experience in advocacy work on CTHB issues, project development and administration and human resource and financial
regulations;
- Field experience in project design, development, fundraising, implementation and evaluation, including at least three years at the
international level or alternatively at least three years of employment experience in a full-time anti-trafficking position;
- Professional fluency in English with excellent drafting and communication skills; knowledge of other OSCE working languages, especially
Russian, would be an asset;
- Knowledge of the OSCE and its area of operation; previous work experience within or along side the OSCE would be an asset;
- Experience in networking and managing a high number of contacts;
- Demonstrated organizational, analytical and administrative sills, as well as resourcefulness, initiative, maturity of judgement and team
spirit;
- Computer literate;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds,
while maintaining impartiality and objectivity.
