Background:

In response to the interest manifested by Partners for Co-operation and participating States, the OSCE Secretariat launched a project under the umbrella of the Partnership Fund and already sponsored the placement of 6 experts/young diplomats from the Asian and Mediterranean Partners for Co-operation in the OSCE executive structures.  Subject to the receipt of further funding, it is foreseen that 4 more persons will be placed with the OSCE for four-month periods at any one time starting in June 2012.

Tasks and Responsibilities

The goal of the programme is to provide experts/young diplomats from the OSCE Partners for Co-operation with increased knowledge of OSCE values, principles and commitments as well as of the OSCE programmatic approach, activities and working methods.  The selected persons will be offered the opportunity of gaining practical experience of the OSCE work during a four month period at the OSCE Secretariat in Vienna and in other OSCE executive structures. The respective supervisors will establish specific work plans towards this end.

Necessary Qualifications


  - Graduation (completed degree) from an accredited university in a field of study relevant to the OSCE¿s mandate and fields of work (please
    refer to http//:www.osce.org/employment/43707)
  - Applicants should be under the age of 35; considering that some partner States have already made use of this programme, this next phase
    is open to applicants from the following Asian Partners for Co-operation (Japan) and the following Mediterranean Partners for
    Co-operation
    (Algeria, Israel, Morocco and Tunisia);
  - Professional fluency in English, both oral and written, with the ability to communicate clearly and concisely (telephone interviews will be
    conducted as well as a written test administered via internet);
  - Knowledge of other OSCE working languages would be an asset;
  - Computer literacy, including familiarity with Microsoft Office applications and use of e-mail applications;
  - Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, whilst
    maintaining impartiality and objectivity;
  - Excellent physical condition.
