MK-SKOPJE: IPA — BUILDING EFFECTIVE AND DEMOCRATIC LOCAL GOVERNMENT 2012/S 84-136733

Contract description:                                                                               Maximum budget: EUR 1.076.943

The overall objective is to contribute to the improvement of quality and accessibility of public services delivered at the municipal level through support to the Ministry of Local Self-Government. The project purpose is to improve the capacity of the Ministry of Local Self-Government together with the National Association of Units of Local Self-Government and municipalities (ZELS) and a selected number of municipalities to take on the responsibilities arising from the implementation of the law on local self-government. The target group consists of project partners such as the ZELS, the municipalities as well the other government bodies involved in the decentralisation process. The principal activities will include: support to the leadership of the MLSG at political, operational and technical level; provision of technical assistance to the municipalities and to ZELS; and organisation of knowledge exchange and visits between municipalities, in conjunction with ZELS and the MoLSG.

Maximum budget: 1 076 943 EUR.

Eligibility:

Participation is open to all legal persons (participating either individually or in a grouping (consortium) of candidates) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.
