Background:

The Paris Pact Initiative is well established as a key international partnership to counter the trafficking and consumption of opiates originating in Afghanistan. Phase I (2003-2006) produced a consultative framework and piloted an automated donor assistance mechanism (ADAM). Phase II (2007-2009) strengthened analytical capacity in priority locations, brought ADAM to technical maturity and, together with the Rainbow Strategy, provided evidence for partner countries on which to base policy. Building on these accomplishments, Phase III will deliver more focused evidence for action, identify and recommend targeted interventions for mitigating the trafficking and consumption of Afghan opiates, enhance further the coordination of technical assistance, and cross reference Paris Pact activities with those of the Rainbow Strategy and other UNODC initiatives.

Competencies:

  • Proven experience in project management/development, especially in the area of drugs law enforcement;
  • Good knowledge of the law enforcement situation in the SEE region;
  • Proven experience in statistics related fields;
  • Good knowledge of the SEE region and its political, cultural and economic context; 
  • Full proficiency in the use of appropriate software packages (e.g. word, excel, power point, etc.), ability to
    work with limited supervision, ability to problem solve, work independently and meet deadlines;
  • Excellent inter-personal and communication skills;
  • Ability to work without supervision;
  • Display a high degree of motivation and personal integrity.

Required Skills and Experience:

  • University degree in economics, statistics, analysis, international relations, social sciences, or other relevant
    academic discipline an advantage, practical training and at least 3 years relevant professional experience achieved.
    However 5 years relevant professional experience may be substituted if the incumbent has no university degree in
   the above mentioned academic disciplines;
  • Knowledge of region’s political, socio-economic and cultural dynamics required;
  • Fluency in English and excellent drafting skills required;
  • Working knowledge of at least one of the languages spoken in the region is an asset;
  • Practical work experience within the United Nations system and knowledge of UN working modalities is desirable.

Starting Date : 01 June 2012
Duration of Initial Contract: 6 months  with a possibility of extension
