UNDP CROATIA / PROCUREMENT OF SMART METERING SYSTEM FOR PUBLIC BUILDINGS – PURCHASE, INSTALLATION AND MAINTENANCE- ITB 02/2012

Project Context:

The Ministry of Economy, Labor and Entrepreneurship of Croatia (MELE) and UNDP are implementing the Energy Efficiency Project in Croatia (EE Project 00077195) which represents the continuation of the UNDP GEF project  No. CRO/00/G31/A/1G/99 “Removal of barriers for energy efficiency in Croatia”.
The project is financed by the United Nations Development Program (UNDP) and the Environmental Protection and Energy Efficiency Fund of Croatia (EPEEF). The main project objectives are the removal of key barriers for the implementation of feasible procedures and technologies in order to improve energy efficiency (EE) in the residential and service sectors in Croatia, which are currently responsible for more than 40% of total energy consumption in Croatia.

Eligible Bidders:

Bidders should not be associated, or have been associated in the past, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Purchaser to provide consulting services for the preparation of the design specifications, and other documents to be used for the procurement of goods to be purchased under this Invitation to Bids. Could be Consortium of companies or companies and individual experts.

Bidders are not eligible if:

  - Their participation is prohibited by the UN Security Council sanctions;
  - Their yearly income is less than three (3) times value of this bid
  - Their participation in the services from this tendering process is prohibited on the basis
     of previously made violations of the Law on fraud and corruption

Minimum required Professional capacity:

  • At least Three (3) teams that can independently perform smart metering system installations. Each team should consist of at least 3 experts which can perform electrical installation, mechanical installation and ICT installation of the system at dedicated location. All experts should have at least two (2) years of working experience in their respective fields. ICT expert who will be responsible for cooperation with onsite  IT service and configuring network equipment in order to enable measured data transport to EMIS must have certificate of Cisco Certified Network Associate (CCNA).
  • At least Two (2) dedicated teams responsible for support and maintenance process comprising of members with identical skills as for the installation of the system.

Minimum Technical experience :

Bidders must be familiar with installation of the smart metering system.  Bidders should provide reference of at least 3 successfully completed installations of smart metering systems (Attestation form in Annex IX). Minimum reference contract values should be higher than 200,000.00 HRK  and at least one of these systems should include  successful integration of metering devices for three different quantities (water meter, power meter, heat meter, gas meter and steam meter) from meters specified in Annex VI. Further, at least one of completed installations must contain integration of gas meters with isolated switch amplifier which successfully passed Technical supervision by Gradska plinara Zagreb (local gas utility company ).
