Background

The UNDP Social Inclusion (SI) Programme aims to analyse and promote social policy measures; to promote transparency in decision making process in social policy and to promote a public debate at the national level on the scope and consequences of social exclusion. The outcome of the programme will contribute to the achievement of nationalised Millennium Development Goal 1, the reduction of relative poverty and will support Government's efforts to meet implementation of the Joint Inclusion Memorandum (JIM). The objectives include: a) promotion of participation in employment and universal access to justice, resources, rights, goods and services; b) preventing the risk of exclusion; c) taking action for the most vulnerable groups and d) mobilising all relevant actors in order to achieve objectives (a) to (c). The SI Programme attempts to provide support to primary partners: Ministry of Health and Social Welfare and the Ministry of Family, Veteran's Affairs and Intergenerational Solidarity in their efforts to objectively assess the process contributing to social exclusion/inclusion and to design practical policies and strategies for inclusion of most disadvantaged groups. The social policy consultant is expected to provide inputs in the analysis of the current functions and operations of the social welfare system and provide inputs in terms of alignment with the current reform process. Using the knowledge of specific legislative and policy aspects of the social welfare system, the expert is to provide a comparison between the institutional framework and the potential and capabilities of the current system as well as the impact assessment of the reform progress.

Required Skills and Experience

     - MA in social sciences. A PhD will be considered as an asset.
     - Proven knowledge of Croatian social welfare system and reform experiences from neighbouring countries.
     - Excellent communication skills and ability to work with various stakeholders (Government, care providers –state, private, NGOs,
       vulnerable groups)
     - Excellent analytical abilities – as evidenced by published papers
     - Excellent drafting/writing abilities and skills in both Croatian and English language.
     - Minimum five years experience in analysing social policy and service delivery system, in particular those related to poverty and
       vulnerability; each additional year of experience will be graded as an asset;
     - Minimum ten years experience in analysing social policy reforms
     - Experience in preparing strategic documents for policy development and drafting action plans for its implementation;
     - Proven experience in collecting, processing and analysing social statistics;
     - Experience in institutional assessment and capacity building;
     - Excellent writing and presentation skills both in English and Croatian.

Duties and Responsibilities

     - Legislative framework analysis of the social welfare system and social service provision
     - Reform process impact analysis
     - International comparisons
     - Strengths and weaknesses analysis of the case management method introduction
     - Analysis of work process – time and content devoted to casework
     - Analysis of knowledge and skills of professionals in social welfare system
     -
Implication of the reform process on the social welfare system
     - Field work – collecting data from centres for social welfare and social welfare homes
     - Facilitation of focus groups
     - Delivering outputs in a timely fashion.
