Background:
The concept of Social Responsibility (SR) became known in the 1970s and it was mostly centred on the private sector. This explains the increased familiarity with the term Corporate Social Responsibility (CSR) than with Social Responsibility (SR).
At a European level, the challenge lies in the way corporate social responsibility can contribute to meeting the Lisbon objective, which is to create a competitive, cohesive and dynamic knowledge-based economy.
In Romania, the concept of CSR is mostly known and used by multinational and corporations, which developed their own social responsibility culture, while small and medium sized enterprises are less familiar with it. Local and regional public authorities are not implementing any activities to promote the concept of CSR for the benefit of the communities in which they operate. This results in a low involvement in social responsibility campaigns.
The project “Strengthening the capacity of the Romanian companies to develop social partnerships” (POSDRU/64/3.3/S/41722) is co-financed from the European Social Fund through the Sectoral Operational Programme for Human Resources Development (SOP HRD) 2007-2013 and implemented by the Romanian National Association of Importers and Exporters in partnership with United Nations Development Programme Romania and the Agency for Implementation of Projects and Programmes for SMEs.
Through the project, UNDP will provide support to strengthen companies’ internal capacities to produce their own human resources able to increase the adaptability of the company by adopting CSR approaches and practices. By increasing the level of companies’ social responsibility, the project aims to increase awareness of the benefits of CSR, and develop knowledge and practical instruments referring to the implementation of CSR principles in Romanian companies. The project will also support the general goals of the SOP HRD 2007-2013, highlighting the importance of social responsibility principles and supporting the human resources capacity to implement CSR principles.
Required Skills and Experience
Education:
Minimum University degree, advanced degree in CSR related fields or CSR trainings are an asset.
Experience:
- Relevant experience in business sector, in project management for organisational development and community investments;
- Work experience (minimum 3 years) in a private sector company or business unit in implementing and monitoring of the integration of CSR
into core business;
- Work experience (minimum 3 years) in the area of company-community partnerships that have developed win-win scenarios and have
supported the sustainable development of both parties.
- Candidates not meeting these minimum requirements shall not be qualified for the financial evaluation.
Technical evaluation criteria:
- Demonstrated knowledge of Social and Environmental work practice requirements of EU business (e.g. knowledge of EIAs, SIAs, PSIAs);
specific understanding of the challenges of Romanian business would be an asset;
- Demonstrated knowledge of the SME business sector dynamics in the UK and relevant networks, case studies, etc. (especially related to
the integration of social responsibility into core business);
- Familiarity (through trainings, certification, member status in profile organizations) with current CSR practices in the EU, as well as with
international standards such as GRI, ISO26000 or AA1000, and the EU Communication on CSR 2011.
