EUobserver - The European Union's bid to turn itself into an innovation powerhouse is all
well and good, say experts, but the amount of EU money needed to power research and
creativity is too difficult to access.
Viewing this decade as something of an economic make-or-break period as it nervously
watches the rise of China and India, the EU has said it will focus its research and
development money on projects that will help tackle some of its most pressing problems,
such as the effects of climate change and energy shortages.
Yet the EU's multi-annual framework research programme - the biggest in the world with
€52 billion in the pot between 2007 and 2013 - undermines the goal by being so
cumbersome as to make it uninteresting for companies.
