Tasks and Responsibilities:
The Chief of Fund Administration (CFA) will be responsible for providing support to the Head of Mission / Deputy Head of Mission in the overall planning, development, management and delivery of administrative and logistic support required by the mission to fulfill its mandate, while ensuring the most efficient use of the OSCE’s resources in accordance with the Common Regulatory Management System (CRMS) and within budgetary allotments. Under the overall guidance of the Head of Mission / Deputy Head of Mission, and in close co-operation with the Department for Management and Finance and the Department for Human Resources, OSCE Secretariat, the CFA will be responsible for following duties:
- Acting as principal adviser to the Head of Mission / Deputy Head of Mission by providing advice and recommendations on all administrative and support aspects of the mission’s program activities;
- Planning, directing and ensuring the provision of administrative service and logistic support to the implementation of the mission’s mandate;
- Ensuring efficient use of the mission’s human, financial and material resources through effective implementation of the CRMS and the OSCE Financial and Staff Regulations and Rules;
- Formulating and implementing appropriate control procedures and systems to safeguard the mission’s resources and ensuring accountability at all levels;
- Directing the work of certification function relating to certification of all obligations and expenditures in accordance with the CRMS;
- Possessing overall responsibility for risk assessment and the Risk Management System;
- Planning, integrating and co-ordinating the work of the planning, budget, treasury and accounting functions; directing the preparation and maintenance of financial and budgetary records and reports; making recommendations on the allotment of funds and monitor performance reports; vverseeing cash flow planning, disbursement of funds and related treasury activities; commenting upon and implementing, as relevant, internal oversight and audit observations;
- Planning, integrating and co-ordinating the work of the human resource recruitment, administration and training functions; directing the activities relating to the management of the missions post table; supervising the recruitment, placement, performance management and management of all aspects of the personnel administration; overseeing activities relating to staff welfare, staff development and training;
- Directing the management of general support functions; supervising the work of the procurement function by ensuring that best value for money is obtained through competitive and transparent bidding; overseeing the work and procedures of the FMMC in the processing of claims for write-off of OSCE inventory and property; managing the operation of functions relating to logistics, supplies and transport; overseeing activities relating to building management;
- Ensuring the optimal performance of functions related to Information Technology and Communications; supervising the implementation and co-ordination of the communication performance of the mission with the links to OSCE Secretariat and other various missions and locations; overseeing the performance of tasks relating to the provision of complete range of Information Technology/Information Systems and support to end-users;
- Directing the documents and records management functions; supervising the implementation and co-ordination of the records and documents management systems; overseeing the implementation of the electronic retrieval system of the Organisation of centrally maintained records, documents and archival system;
- Performing other duties as required such as liaising with the local authorities on matters related to the status of international and local staff in the host country.
Necessary Qualifications:
- University degree in public or business administration, administrative law or equivalent, preferably with specialization in financial or accounting and/or personnel management;
- A minimum of six years of professional experience in general administration and/or accounting, preferably in an international environment or within operational missions;
- Flexibility, good managerial and organizational skills;
- Excellent oral and written communication skills in English; working knowledge of other OSCE working languages would be an asset;
- Computer literacy with practical experience with Microsoft applications, including knowledge of ERP system;
- Holding a valid driving license;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability to work with people of different nationalities, religions and cultural backgrounds.
Remuneration Package:
Monthly remuneration subject to social security deductions is about USD 4,674, to which Board and Lodging Allowance is added, currently EUR 114 per day. Social benefits will include participation in the Van Breda medical insurance scheme and in the OSCE Provident Fund.
