Albania's progress on its European integration path is measured on the basis of criteria established by "Copenhagen” political criteria. The reform and development of the Albanian Law enforcement capacities is one of the key priorities in the Stabilisation and Association Agreement. The rule of law is a fundamental pre-condition for membership; setting the mechanisms that permit the rule of law to be implemented properly is a fundamental task for all political forces. This project follows up on the previous assistance provided under the CARDS and IPA programmes of assistance to the Albanian State Police and the General Prosecutor Office.
Objectives
The global objective of this Call for Proposals is to bring the Law enforcement capacities of the Albanian Institutions closer to EU standards in the field of policing and to provide trust, safety and a secure environment to the Albanian citizens.
The specific objectives of this Call for Proposals are:
- To improve the organizational, administrative, technical and resource management
capacities of the Albanian State Police.
- To improve the performance of the Albanian State Police structures and the coordination with General Prosecutor office & other relevant
agencies.
Size of grants
Any grant requested under this Call for Proposals must be equal or less than the available budget, i.e. € 4,000,000.00. It is envisaged that project will run for a minimum period of 40 months and a maximum period of 60 months
Eligibility
In order to be eligible for a grant, applicants must:
- be a competent Government Department, Public body, or relevant mandated body of a Government Department or public body authority
of a European Union Member State in the fields related to this action and be directly responsible for the preparation and management of
the action with their partners, if any, not acting as an intermediary
