Background
Medjimurske vode d.o.o. ["MV" or the "Company"] has signed a loan agreement with the European Bank for Reconstruction and Development [the Bank] and intends using the proceeds to extend the wastewater network (particularly collectors and pumping stations) and the construction of a wastewater treatment plant (the "Project"). The priority investments in support of the Company's wastewater collection and treatment are undertaken in order to increase the coverage of the sewage service in the area and to reach compliance with EU and national regulations.
Objectives of the assignment
The required services comprise the following:
Project Implementation Support and Construction Supervision of:
- Supply and installation of sewerage (pipelines, manholes and pumping stations with all relevant works)
- Supply and installation of Waste Water Treatment Plant (biological treatment with active sludge - SBR technology); to be procured.
For an efficient management of the ‘’Project’’ a Project Implementation Unit (the ‘’PIU’’) is being set up to operate within the Company. The PIU will co-ordinate all activities under the Project and co-operation between the representatives of the Company on the project sites and the contractor(s), as well as at improvement of the project management. The PIU will support the Company in all aspects of the project implementation, including drafting and review of technical specifications/requirements, correspondence, reports, tender documentation), tender evaluation, contract finalisation and construction supervision according to local law.
The Company intends to hire a reputable firm or consortium of firms (hereinafter the Consultant). The Consultant will work in close cooperation with the PIU.
The assignment is expected to commence in the 2nd Quarter of 2013 and the duration is approximately eighteen months (tentatively end of year 2014).
