Background

The European Bank for Reconstruction and Development (the 'EBRD') has financed in 2010 the priority purchase of new Electric Multiple Units for the passenger operator (Railways Passenger Company of Montenegro) to assist in the urgently required renewal of its fleet.
The Railways Passenger Company of Montenegro ('ZPCG' or the 'Client') asked the European Bank for Reconstruction and Development ('EBRD' or the 'Bank') to provide technical assistance in the assessment of the different options for a new e-ticketing system (the 'Assignment').
In order to further improve its operations and respond to increasing demands to reduce its operating costs and deliver higher quality of customer service ZPCG is looking to find a way to encourage passengers to use more often ZPCG trains . ZPCG Board therefore wishes to implement the use of smart cards ticketing to open up new customer channels and to create a challenge to its managers to rethink how best to deliver customer service.

Eligibility

The consultants recruited and financed by the resources of the Fund shall be citizens of The Republic of France or employees of consulting firms registered in The Republic of France. Local consultants from the recipient country, either individual or through a firm may be sub-contracted by eligible French consultants. The amount used for the financing of such local consultants shall not exceed 25% of the total Contribution

Consultant Profile

Corporate services are required. The Consultant should be a firm or a consortium of firms with substantive experience and knowledge in public transport sector projects and include experts with experience and knowledge in:
   - public transport regulation and operations
   - technical assistance in the railway sector, (experience in the Western Balkans region will be consider an advantage)
   - design and implementation of public transport e-ticketing systems
   - technical assistance in the preparation of tender documents in accordance with IFIs' rules
   - retail payment systems, both card and mobile based
