Background
The regional water company Medjimurje County Water and Sewerage Company, Medjimurske vode doo ("MV" or the "Company") has recently approached the European Bank for Reconstruction and Development ("EBRD" or the "Bank") with a request to assist in financing the priority investments of extension and upgrades of the Company's wastewater collection network in Medjimurje in order to increase the coverage of sewage service in the area and to reach compliance with EU directives (the "Project"). The City of Cakovec (the "City") is the capital of the Medjimurje and the largest stakeholder (33.7 per cent) in the Company. The City, together with other majority shareholders of the Company, the County and the Municipality of Nedelisce are seeking consultants (the "Consultant") to assist the Company in the preparation of a financial and operational performance improvement programme ("FOPIP") (the "assignment").
Eligibility
The experts and consultants must be of French nationality. However, up to a maximum of 10 per cent of the total contract value may be used to finance the services of experts or consultants who are nationals of Croatia.
Consultant Profile
Corporate services are required. The Consultant will be a firm or consortium of firms with substantial experience and knowledge of the water and wastewater sectors. Extensive experience in the EBRD region and of working with international financial institutions will also need to be demonstrated. The Consultant’s team should include a project manager, water utility financial and operational experts, legal experts with good knowledge of the regulatory framework and legal practices of the water/wastewater sector in Croatia, financial experts with good knowledge of the tariff setting mechanisms in Croatia, environmental expertise, IT and accounting/MIS expertise and other short-term support as required in other disciplines.
