Background

Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.
Global Communities is seeking a highly skilled and experienced Deputy Chief of Party (DCOP) candidate for an anticipated USAID-funded New Program for Non-Majority Communities Project in Kosovo. The project has been designed to foster non-majority communities’ participation in Kosovo’s institutions and society.  The objectives of this project are to:

- Create tangible and sustainable avenues for constructive partnership between: (a) non-majority and majority communities; and (b) the
  Government of Kosovo (GoK) and non-majority communities, to enable long-term inter-ethnic interaction and ensure that the key needs of
  non-majority communities are met.
- Improve economic opportunities in targeted municipalities.
- Increase the efficiency and capacity of targeted municipal administrations to respond to the needs of all their citizens.


Eligibility


- An advanced degree in a relevant field of study such as Political Science, Public Policy, International Development or related discipline.
- Seven years of senior-level management experience, including oversight of complex international development projects in Kosovo and the
  Balkans; USAID experience strongly preferred. 
- Expertise in one or more of the following areas: economic development, community development, advocacy, local
  government/decentralization strengthening, coalition building, public participation, public-private partnerships and organizational
  development.
- Strong supervisory experience; demonstrated integrity, diplomacy, team-oriented management style, and commitment to develop and
  maintain collaborative team relationships in a fast-paced work environment.
- Ability to develop and sustain close relationships with program partner organizations, USAID’s country mission, government officials,
  national and international NGOs and other donors.
- Experience in developing detailed work plans, monitoring and evaluating program results, and preparing regular program reports and
  documentation.
- Strong interpersonal skills and ability to operate effectively in cross-cultural environments.
- Excellent interpersonal skills.
- Fluent in written and spoken English and Serbian; knowledge of Albanian preferred.
