Project Summary: 

MSI has been contracted by USAID to conduct impact evaluations of USAID-funded projects in Macedonia between May 2013 and September 2015. Two of the projects to be evaluated are: Civil Society Project (CSP), and Small Business Expansion Project (SBEP). The purpose of these evaluations is to provide USAID/Macedonia with a measurement of change in development outcomes attributable to the defined interventions in the projects, based on models of cause and effect that require a credible and rigorously defined counterfactual to control for factors other than the interventions that might account for the observed change.

Position Summary:

MSI is seeking candidates for a short-term consulting assignment to provide data analysis support to the CSP and SBEP impact evaluation teams under the direction of MSI's corresponding Evaluation Team Leaders.


Requirements

- Understanding of basic regression analysis techniques.

- Familiarity with more advanced techniques for causal inference, such as propensity score and other matching estimation procedures, difference-in-difference designs, and instrumental variables analysis.

- Familiarity with statistical software, specifically SPSS and STATA.

- Access to the above statistical software programs preferred.

- Ability to write up statistical analysis and results in clear, concise and error-free English.

- Excellent communication skills in written and spoken English.

- Experience having worked in Macedonia or the Balkans, preferred.

- Experience having worked with USAID or similar international donors, preferred.

- Familiarity with USAID evaluation policy preferred.


 
Responsibilities

Conduct statistical analyses of data collected by a Macedonian survey research firm and/or the MSI evaluation teams, as required by the CSP and SBEP evaluation team leaders, including possible reanalysis of previous surveys.

- Analyze and if necessary collect data sets, as directed by the CSP and SBEP evaluation team leaders.

- Write up results of statistical analyses in clear, concise and error-free English.

- Other data analysis tasks, as required by the CSP and SBEP evaluation teams.
