Description

The National Democratic Institute for International Affairs (NDI) seeks a HR Manager-Benefits and HRIS. The Manager will provide expertise and strategic leadership for the HR functional areas of Benefits with functional oversight of HRIS that support our worldwide operations. The Manager will interface with HR colleagues to ensure that our HRIS and benefit plans align with our organizational business objectives.  This position reports to the Director, Human Resources and supervises benefits and HRIS staff.


Requirements

   - Bachelor’s degree in Accounting, Human Resources, Technology, Management or Business Administration;
   - Minimum of ten  (10) years’ experience in a Human Resources functional leadership role;
   - Experience with HRIS systems (Lawson experience preferred), including full implementation of ERP systems with robust reporting and self-service modules strongly preferred;
   - Strong knowledge and understanding of pertinent federal and state regulations and filing and compliance requirements affecting employee benefit programs, including COBRA, ERISA, HIPAA, FMLA, IRS codes, etc.;
   - Advanced competencies in Excel, Word, PowerPoint and Access.


Responsibilities


   - Designs and strategically plans the Institutes health, welfare and retirement plans and administration of these plans.  Ensures that NDI’s compensation and benefits are administered in a fair, consistent and transparent manner;
   - Ensures compliance with all benefit and retirement plans; including up to date Plan Documents, compliance with PPACA, IRS, DOL and other state and federal regulations, required filings (5500, SSA-8955, 1099HC, CMS, OSHA);
   - Partners with brokers and vendors to analyze utilization and claims data and identify trends/issues; recommends process improvements and/or plan design changes;
   - Manages open enrollment process including HRIS self-service design and testing, open enrollment communications and training, and audit of open enrollment data in multiple vendor systems;
   - Acts as up council to Benefits Specialist for resolution of complex benefit issues;
