Background

A key priority of the European Partnership is to ‘improve protection of minorities: ensure the viability of minority communities and their non-discriminatory participation in Kosovo society, notably by establishing the necessary framework to ensure equitable provision of public utilities and universal services‘. The Multi-Annual Indicative Programme 2011-2013 for Kosovo (MIPD) states that "access of members of vulnerable groups to education, health care and social protection remain a serious concern. The effective social inclusion of all groups and communities is crucial to progress towards the reconciliation between communities and that remains a major challenge in Kosovo". Furthermore the MIPD states that the European Union (EU) should support "persons belonging to minority communities and vulnerable groups' in particular when it concerns public services, legislative matters and socio-economic development".

Objective

The overall objective of this project is to create a climate of inter-ethnic tolerance, sustainable multi-ethnicity and human rights (including a specific gender perspective) conducive to minority returns and reintegration.

The specific objective of the project is the sustainable return of women, men, girls and boys of displaced minority communities through increased involvement of central and municipal state and non-state actors in selected municipalities

Eligibility

In order to be eligible for a grant, the applicant must:

   - be legal persons
   - be non-profit-making
   - be specific types of organisations such as: non-governmental organisations, international (inter-governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation
   - be established in a Member State of the European Union or from a country covered by article 19 of IPA regulation. This obligation does not apply to international organisations


Budget

The Contracting Authority will award one grant only. The amount of that grant will be for the entire amount available i.e. EUR 4 million.
