Background
Energy is central to any society. It affects all aspects of sustainable development – economic, social and environmental – and plays an important role in the challenges countries face in the current context of increasing global energy demand and rising energy prices.
Cities and local authorities (LAs) 1 are key stakeholders in sustainable development. They play a crucial role in promoting inclusive growth and employment, managing urban growth and providing basic services to their citizens, such as access to energy, waste and water management, urban mobility, etc.
In the Mediterranean region, the level of urbanisation reached 60% in 2010. The annual urbanisation rate has been around 2% during the last decade. In absolute figures, population in urban areas in the MENA region has already reached 165 million. This is expected to increase by another 80 million by 2025, which will make the region one of the most urbanised in the world, with around 80% of the total population living in urbanised areas. Presently, Mediterranean cities face a range of challenges relating to sustainable development and climate change. Consequently, the need for investments in many areas, including transport systems, water and waste management infrastructure and energy saving activities, is already significant and is expected to increase sharply over the ensuing years.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
- minimum amount: € 200.000
- maximum amount: € 1.000.000
Eligibility
In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit making and
- be specific types of organisations such as: local authorities (LAs), including Associations of LAs, or non-governmental organisation and
- be established in one of the ENPI South partner countries (Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Palestine, Syria and
Tunisia) or in a Member State of the European Union (in this latter case, the applicant must act with a co-applicant that is a local
authority from a ENPI South partner country) and
- be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an
intermediary.
