The overall objectives of the Norwegian Financial Mechanism 2009-2014 are to contribute to the reduction of economic and social disparities in the European Economic Area and to strengthen bilateral relations between the Donor State a and the Beneficiary States through financial contribution.
The memorandum of understanding on the implementation of the Norwegian financial mechanism 2009–2014 was signed on 17.06.2011.
In accordance with Article 5 of the Agreement between the Kingdom of Norway and the European Union on a Norwegian financial mechanism 2009 - 2014, a total of € 48 million shall be made available to Republic of Bulgaria over the period 2009-2014, out of which 2 million Euro were allocated to the Programme Area “Domestic and gender - based violence”.
Programme Objectives
The objective of this Programme, Measure 1 is to enhance the cooperation between Bulgaria and Donor state, to promote, develop and intensify the coordination, cooperation and mutual understanding among law enforcement agencies in Bulgaria and Donor States, other national and international authorities and to increase the efficiency of the Bulgarian law enforcement authorities and social workers' capacity to respond to cases of Domestic violence (DV) and Gender - based violence (GBV), to render support to the victims of DV and GBV. The implementation of the programme will lead to the achievement of the following programme outcomes: DV reduced, GBV reduced.
The measure aims at decreasing the latent domestic violence and gender - based violence by increasing and improving the support services for victims of DV and GBV (such as domestic violence, sexual violence, stalking, sexual harassment) and by an establishment of a crisis center.
Eligibility
General eligibility criteria for Applicants (Project Promoters and Project Partners):
- They are not declared bankrupt; they are not in a liquidation procedure ... etc. (if applicable);
- They are not sentenced guilty for infringement, corruption, other criminal activities...(if applicable);
- They are not in a conflict of interests (if applicable);
- There is no double financing for relevant activities (if applicable).
Furthermore, Project Promoters must be:
- Local, regional, national public institutions and NGOs, established as legal entities in Bulgaria as well as international organizations
operating in Bulgaria.
- Personally responsible for implementing and managing the project and
- The project promoter must have at least one project implemented during the last 5 years.
Budget
The total allocation available for this measure is: EUR 937.130.
- minimum project grant applied for under this measure is: EUR 170.000
- maximum amount is: EUR 900.000.
