Responsibilities


   - Executes daily supervision and management of the Unit, including providing applicable to the post required organizational, administrative,
     financial and logistical decisions;
   - Is responsible for proper planning, designing and reporting on completion of the OSCE Mission's Police Development Programme in
     accordance with the Mission's mandate and the Ohrid Framework Agreement;
   - Ensures an effective management, supervision and control of OSCE funds, including extra-budgetary, related to the Police Development
     Unit. He/she is also responsible for budget revisions and preparation of new budget admissions for the Head of the Department's
     consideration;
   - Advises the Head of Department and Mission Leadership on strategic issues related to police affairs;
   - Directs and guides the implementation of the Police Development Programme by close liaison with and direction to PDU's mid-level
     managerial staff;
   - Liaises with key police officials at the Ministry of Interior and develops a good working relationship with them;
   - Participates in the Departmental co-operation with international partner organizations to ensure best use of Unit's resources,
     compatibility of projects and avoidance of duplication, with regards to police development;


Requirements

   - Graduate of a Police Academy equivalent to a university degree, supplemented by postgraduate degree in Advanced Police Management
     and Supervision, or in lieu of the degree, extensive formal and managerial training in other related fields
   - Significant experience in planning and managing large scale international police operations/deployments
   - Prior field experience in international police operations, particularly those dealing with introducing of democratic policing, promoting
     police-public partnership, building police operational capacities, especially at the sphere of fighting organized crime, supporting the
     implementation of police reform, providing police training, etc.
   - Extensive police general managerial experience and practical experience at managerial level in implementing projects related to police
     reform, democratic policing, preventing and fighting organized crime, human resources systems in police services
   - Mid-level police experience in human resource management and proven record of effective strategic and operational leadership
   - Good communication, analytical, and planning skills
