Goal

To explore male-to-male sex. gender identity and HIV transmission among men-having sex with men.

Duties/tasks:

  a. Provide draft methodology and study design and adjust according to the recommendation of an international and local expert
      consultants-The applicant  should develop the draft methodology and study design. These products will be assessed by an international
      and a local consultant, which will be hired by UNDP-Skopje, to finalize the products before the initiation of the survey. The applicant will
      closely collaborate with UNDP Skopje and the selected consultants to finalize the survey methodology.
  b. Implement the survey - The applicant will implement a community based survey among men having sex with men and will collect and
      analyze the data. The international and local consultant will assist the applicant in the finalization of  the survey report and findings. The
      applicant will propose community researchers, which must be trained in order to deliver the survey. The community researchers will
      undertake the research in March and April 2012. Final results must be delivered in an overall report of the activities and a survey
      data base to UNDP-Skopje.
  c. Analyze and interpret data, develop, print and promote the survey report

Duration

The total duration of the assignment will be five working months within the frame of maximum six months. The assignment is expected to start in January 2012 and shall be completed by the end of June 2012.

Cost of proposal

The Offeror shall bear all costs associated with the preparation and submission of the  Proposal, the UNDP will in no case be responsible or liable for those costs, regardless of the  conduct or outcome of the solicitation.

Contents of solicitation documents

Proposals must offer services for the total requirement. Proposals offering only part of the  requirement will be rejected. The Offeror is expected to examine all corresponding  instructions, forms, terms and specifications contained in the Solicitation Documents.  Failure to comply with these documents will be at the Offeror’s risk and may affect the  evaluation of the Proposal.

Language of the proposal

The Proposals prepared by the Offeror and all correspondence and documents relating to  the Proposal exchanged by the Offeror and the procuring UNDP entity shall be written in  English language.

Documents comprising the proposal

The Proposal shall comprise the following components:
   -Proposal submission form;
   -Operational and technical part of the Proposal, including documentation to demonstrate  that the Offeror meets all requirements;
   -Price proposal shall in MKD ONLY be structured around deliverables and each deliverable  shall have detailed budget break down
   -Proposal form

The Offeror shall structure the operational and technical part of its Proposal as follows:
   -company profile/experience
   -methodology and work plan
   -experts proposed

Proposal prices

The price proposal shall be presented per deliverables and each deliverable shall have  detailed budget break down
