Background

Norway has a long history of working with civil society in Serbia and Montenegro. The Norwegian Embassy in Belgrade recognizes that there is a need for core funding support to maintain and develop the organizations and their capacities.

The Call is divided into two main lots:
   - Lot 1: is meant to support smaller, grassroots organizations, working on the level of the community, municipality or town, within the
     priority areas of the call, which, typically, provide services, implement programs or otherwise contribute to the development of their local
     communities, with an end result being tangible benefit produced for the community or for its residents.
   - Lot 2: is meant to support larger, well-established and recognized organizations, working on the national, regional or international level,
     within the priority areas of the call. They will pursue advocacy, provide expertize or act as watchdogs, represent larger social groups
     and/or build national/regional capacities, facilitate solidarity and/or champion citizens’ participation, with an end result being a change on
     the level of the national/regional policy or practice.


Objectives

This Call aims to finance the functioning of civil society organisations in their work through so-called core funding (e.g. project development, fundraising expenses, board and management development, strategic planning, improvement of financial management systems, core management salaries, staff training, rent of premises etc.).

The Embassy will provide funds needed to run and develop selected organisations, with an aim to support geographical and thematic diversity of civil society, its ability to mobilize citizens, develop volunteerism and develop a basis for its future sustainability.


Priority Areas

   - Rule of Law, Good Governance and Anticorruption
   - Defense and Security Sector Reform
   - Peace, reconciliation, minorities’ and human rights, vulnerable groups and gender issues
   - Economic development and entrepreneurship
   - Energy, Environment and Climate issues


Budget

The budget must be in line with sound financial management.

Core management salaries, including executive directors, program directors, financial managers and administration cannot exceed rates set for similar work in state institutions in Serbia or in Montenegro.
