Background

In support of the Government’s effort to implement the National Strategy for Protection against Domestic Violence 2008-2011, United Nations agencies in the country developed a multifaceted Joint Programme on Domestic Violence entitled "Strengthening National Capacities to Prevent Domestic Violence ” implemented by  United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), and the World Health Organisation (WHO).

Objectives

The main objective of the project is to obtain database in the Institute for Social Activities which will use existing institutions’ data bases and integrate with them. The system should include a clearly structured, professional, well-designed and well-illustrated Portal, which will contain database infrastructure as outlined in the attached Annex A. The Web portal needs to be supported by an effective and easy-to-manage content management system. 

Tasks and Expected Deliverables


Under the overall supervision of UNFPA Project officer and the Consultant, the company will be tasked to accomplish the following expected deliverables:

Using the specification requirement  (provided as a basis in the attached  Annex A) to  develop the web oriented database with the following specifications:
   -User-friendly navigation;
   -Well-illustrated;
   -Search engine with advanced search through the resources;
   -Ensure that the Content Management System is easy to use;
   -Ensure compatibility with different browsers and screen resolutions;
   -Provide technical support for the duration of six months after  release of the system in order to eliminate and fix the bugs and defects that
    might occur as a result of programming errors;
   -To provide brand name hardware equipment including server, network equipment, firewall and UPS according to the specification in  Anex
   -Provide training to administration staff members on using the System, and
   -Provide training to common users on using the System.

General


This bid is open to all national suppliers who are legally constituted, can provide the requested products and services, and have a valid registration in the country, or through an authorized representative.
Bidders should not have been engaged, directly or indirectly, in the preparation of any part of this RFP document or Annexes.
Bidders may not be on any United Nations and/or World Bank suspended or banned vendors list.

Cost of Bid

The bidder shall bear all costs including any related travel associated with the preparation and submission of the bid, nor can it be included as a direct cost of the assignment. UNFPA shall in no case be responsible or liable for those costs, regardless of the conduct or outcome of the solicitation.

Bid Currency and Prices

All prices shall be quoted in Macedonian denars, VAT excluded. The bidder shall indicate on the appropriate Price Schedule the unit prices (where applicable) and total bid price of the goods or services it proposes to supply under the contract.

Submission of Bids

Documents Establishing Eligibility of Goods and Services and Conformity to Bidding Documents
The documentary evidence of conformity of the goods and services to the bidding documents may include the following documentation, to be completed and returned in the electronic formats specified, submitted on CD or flash drive (memory stick).
Failure to furnish all the information required for submission of a bid which does not substantially respond to the UNFPA bid document in every respect shall be at the bidder’s risk and may result in a rejection of the bid.
A bid shall consist of two parts: the technical and the financial bid. The technical bid containing the technical specifications for services and products and the financial bid containing price information shall be submitted separately in two different envelopes.
