Background
Social media has attracted significant attention as an element promoting political debate, providing ordinary citizens and civil society with improved channels to monitor and participate in activities of national and local government authorities. In light of these current developments, UNDP Kosovo has identified, with the support of UNDP's Regional Bureau for Europe and the CIS (RBEC) and the UNDP Bratislava Regional Center for Europe and the CIS (BRC), a potential benefit to utilize social media to advance democratic governance in Kosovo and the region, focusing initially on the phenomenon of corruption. Recent experiences have demonstrated that through social media, traditional obstacles for fighting corruption can be potentially overcome. Social media empowers citizens to voice concerns, share observations and engage in addressing and reporting corrupt activities themselves. In giving voice to unfiltered observations and sharing of information through the worldwide Internet, voices suddenly become public and the problem is given a face, making it more difficult for the responsible stakeholders to ignore them.
Technical Proposal
The technical proposal should include the following documents:

Responsibility
- Analyzing corruption reporting mechanisms already established by the various stakeholders in Kosovo, such as government agencies,
civil society organizations and media, and highlighting the strengths and weaknesses of such reporting mechanisms.
- Analyzing the use of social media for anti-corruption purpose around the world and identifying lessons learned and good practices.
- Conducting a baseline research of citizen's awareness on corruption and participation in anti- corruption measures, utilizing
available reports and data from government stakeholders, civil society organizations and media.
- Developing an interactive Web-based Platform
- Ensuring the maintenance of the Web-based Platform for a minimum of six (6) months, including revising and updating information,
extracting data for reporting issues, initiating online discussions, encouraging citizens to report and other relevant tasks.
- Linking Web-based Platform to other corruption reporting mechanisms already established in Kosovo by key national stakeholders.
- Organizing a minimum of four (4) different awareness raising activities and social mobilization campaigns, potentially through local
media (radio, newspaper, television) and social media tools, in collaboration with national stakeholders and project partners, to
inform the citizens on the existence and relevance of the Web-based Platform, for a minimum of three (3) months after the Platform
is placed online.
- Conducting monthly monitoring of project, indicating progress, potential risks, achievements and changes made and providing
monthly update to UNDP and Project Board throughout the eight (8) months project duration.
- Conducting impact assessment of project on the basis of citizens' participation in anti-corruption activities and awareness.
- Produce a final financial and narrative report of the project not later than 1 month upon completion of project. The final narrative
report shall compile the lessons learned gathered throughout the project and providing suggestions for similar future initiatives.
